Cut off the top of the pepper and remove the seeds. Fry the onions and carrots on the "FRY" mode . Combine the fried vegetables, minced meat, washed raw rice, salt and pepper. Stuff the peppers with the resulting filling and place them in the multicooker bowl. Pour over with a mixture of tomato paste, sour cream and water, salt. Cook on the STEWING mode for 1 hour.
